The implementation of the Strategic Plan of the National System of Protected Areas of Cuba

Abstract

The aim of this work is intended to show the Cuban experience in the implementation of the national system of protected areas, and its first strategic plan 2003-2008. They are features of the system management features and activities in a decentralized manner. It has been necessary to develop a working strategy in a participatory manner, including an institutional strengthening process materialized through a set of actions that include legal, methodological, financial, and capacity building and technical infrastructure.


Key steps in this process of implementation have been:



  • creating a system of planning and development of technical instruments for their realization, including staff training;

  • strengthening mechanisms for coordination of policies, strategies and actions, the institutions most directly involved in conservation and protection of biodiversity, both the nation and the base;

  • the implementation of a system of management control is performed at the system level and protected areas.
